Conservation Commission Minutes 12/14/10
CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 12/14/10
Present: Richard Andrus, Timothy Lovett, David Dempsey, Christopher Blair and Betty Pixley
The meeting convened at 6:12p.m.

15 Buckingham Lane – RDA – add a 14x28 deck to house (C. Blair is the project manager)
Josh Allentuck, representative for the Wall’s was present too review the project.  The Commission approved the project as submitted as a N3.  The Commission reminded Josh to check with the Building Inspector regarding setback and the mean high water line to check is any additional permits may be necessary.

For Discussion:
1.  Mail was reviewed.
2.  Minutes from 11/9/10 were approved as written.
3.  Mickey Jervas came in to speak to the Board about the following:
a.  Permission granted in 2008 to remove & replace 113 telephone poles on Brett Rd to the tower on Mt. Wilcox.  She stated that the old poles were supposed to be removed in a reasonable amount of time yet they are still lying there.  The contractor was called and asked about their removal.  The contractor stated that some of the poles were going to be used as trail markers and he’d get back to me on when DCR will be handling this.  The contractor will be contacted again.
b.  Logging rules & regulations, Mickey felt they did not exist.  Chris stated that they do (155 of them) in a brochure which you can get from the Forestry Division.  She stated that no one ever tells the loggers that they have to clean up after themselves.  DCR told her that there is no law that states the loggers have to remove the logs they left.  She feels that the Town of Monterey should have its own set of logging rules to hold the loggers accountable with something like a performance bond.  Chris will look into whether it’s possible for a town to have more strict local logging regulations than the state.  If this is allowed the Commission agreed that it should be presented as a citizen petition.
4.  The Commission level funded their budget request for FY12 at $750.00.  Betty is planning to attend some classes in the summer months.
